A Land Use Application Permit is issued by the Borough for multiple purposes. Primarily, the Land Use Permit Application allows the Borough Zoning Officer to review the planned activity to determine if it complies with the Zoning Ordinance. Such items as building setbacks, building height, the amount of lot coverage, and planned use of the building are compared with the restrictions of the Zone in which the activity is planned. If the project complies with the Zoning Ordinance, a Land Use Permit will be issued. If a conflict with the Ordinance is evident, the Application will be denied and the reason for denial will be provided to the applicant. The applicant can make the required changes to conform to the Ordinance and resubmit the Application, or a request for a Zoning Variance can be filed with the Borough.
The Land Use Permit process also provides the Borough with information on projects that may have impact on property value assessments. For this reason, most major improvements require a Land Use Permit.
A Building Permit is issued by a third party Permit and Inspection Agency for many activities. These include new construction, additions, and a variety of home improvements and alterations.
The requirement for a building permit process was initiated when the State of Pennsylvania adopted the Uniform Construction Code (UCC) in July, 2004. The UCC defines standards for building construction, plumbing, HVAC, electrical, energy conservation, handicap accessibility and other factors involved in construction activities. The primary purposes of the UCC are to ensure safety, establish minimum quality standards, and maximize energy conservation in construction projects, both residential and commercial.
The Building permit involves review of plans to determine compliance with current Construction Codes, and a series of inspections as the project progresses to ensure Code compliance. On completion of the project, Use and Occupancy Certificates are issued to complete the process.

Application for Demolition Permits are issued by the Borough of Mont Alto, in much the same manner as Land Use Permits. The main intent of a Demolition Permit is to maintain a record of structure removal for assessment purposes.
The issuance of a Borough Demolition Permit does not release the applicant from the responsibility for acquiring a UCC Demolition Permit. This permit, obtained from a third party Permit and Inspection Agency, provides for periodic inspections before, during and after the demolition process to ensure that all utilities have been disconnected and materials are removed and disposed of safely and in compliance with environmental regulations. A final inspection is made to make sure no unsafe conditions exist and that the earth is restored to its original condition after demolition completion.
